First of all open the DiagnosticLink_GetHWID.exe file
Once opened, it will appear a txt file. Open the txt file with note pad or any text editor, then copy the long code that it's inside that file.
Then, open DiagnosticLink_KeyHWID.exe file, paste the code, press Decrypt, then press Generate Diagnostic Link.ini
Thats it. Now you can open the DiagnosticLinkTool.exe
